Here's a rule I'm not sure about adding, but could be interesting:
Every some-number-of-rounds, each non-revolutionary player writes a goal for the government to achieve and deems it a number of points. They are all layed on the table and one is voted on (in the typical gamedev multi-vote way) to become the government's new goal. The revolutionaries still have private goals. But if the government's goal is achieved, each revolutionary gets the number of points on the goal. It's okay for a player not to write a goal (in lieu of writing one for 0 points or writing one impossible to fulfill). If nobody writes a goal (or if the GM deems all of the goals to be unreasonably scored or impossible), the GM picks pulls one out of his ass.
This is a way for the players to give the government incentive to make life better for the people. One such goal could be "no territories have starved to death for 5 rounds, for 2 points". Another could be "there has not been an invasion in 2 rounds, for one point". Yet another could be "Luke has the most points, for one point"... though unlikely to be voted on :-p.
